Dr. Frank L. Salimeno was raised and education in Ogden. Graduating from Ogden High School and receiving a Bachelors Degree (B.S.) from Weber State University in 1965. He went on for the Doctor of Optometry Degree (O.D.) from the Pacific University College of Optometry in 1969. After graduation he entered the U.S. Army Medical Service Corps with a rank of Captain and Chief at the Eye Clinic for the US Army Hospital Dugway Proving Ground, Utah. He was awarded the Army Commendation Medal on completion of his service in the US Army. He then entered private practice in 1972. He has practiced optometry in Ogden for 40 years.
Regarding my appointments with Dr. Williams and my ICL surgery, I could not be more pleased. He took his time explaining the ICL surgery, drawing pictures of what he was talking about so I'd be able to understand. I was very grateful he didn't just laser off a good chunk of my eye. I had the ICL procedure performed a few weeks later. My father watched my surgery on a screen in the waiting area and was impressed by how careful and meticulous Dr. Williams was. I will need to have a LASIK touch-up to take care of my astigmatism (the ICL addressed my severe near-sightedness), but that was something that Dr. Williams let me know about at our very first discussion about the ICL, so I don't feel like I was overpromised anything in any way. I couldn't say enough good things about Standard Optical and Dr. Williams for a surgical procedure...if you've been considering it at all, call now!! The ICL procedure is expensive, but with my extreme near-sightedness, I was paying more than $600 for a pair of glasses. The cost of the ICL will easily recoup itself with me no longer having to buy expensive glasses each year!

Doctors of Optometry (O.D.) (Optometric physician / Optometrist) typically complete four years of undergraduate studies followed by four years of Optometry school plus an optional year of study in a specialty area (residency). The program includes intense classroom and clinical training in geometric, physical, physiological and ophthalmic optics, specialty contact lens evaluation and fitting, general anatomy, ocular anatomy, ocular disease, pharmacology, ocular pharmacology, neuroanatomy and neurophysiology of the visual system, pediatric visual development, gerontology, binocular vision, color vision, form, space, movement and vision perception, systemic disease, histology, microbiology, sensory and perceptual psychology, biochemistry, statistics and epidemiology.
The Optometrists Board of the Supplementary Medical Professions Council regulates the profession in Hong Kong.[16] Optometrists are listed in separate parts of the register based on their training and ability. Registrants are subject to restrictions depending on the part they are listed in.[17] Those who pass the examination on refraction conducted by the Board may be registered to Part III, thereby restricted to practice only work related to refraction. Those who have a Higher Certificate in Optometry or have passed the Board's optometry examination may be registered to Part II, thereby restricted in their use of diagnostic agents, but may otherwise practice freely. Part I optometrists may practice without restrictions and generally hold a bachelor's degree or a Professional Diploma.[18]

Alternatively, research by David A. Goss in the United States shows they may have originated independently in the late 13th century in Italy as stated in a manuscript from 1305 where a monk from Pisa named Rivalto stated "It is not yet 20 years since there was discovered the art of making eyeglasses".[5] Spectacles were manufactured in Italy, Germany, and the Netherlands by 1300.
